Terms and Conditions

1. Definitions

For the purposes of these Terms and Conditions:
"CHED" refers to the Commission on Higher Education – Regional Office V.
"HEI" refers to a Higher Education Institution (Public or Private) within the jurisdiction of Regional Office V.
"User" refers to any authorized individual representing an HEI or CHED who accesses the System.
"System" refers to the COMPASS web platform.

2. Authorized Use

Access to and use of COMPASS is strictly limited to authorized official purposes related to the monitoring, evaluation, and approval of academic program applications. Any unauthorized use, access, or attempt to compromise the integrity of the system is strictly prohibited and may be subject to legal action.

3. Obligations of HEIs

Higher Education Institutions are responsible for the accuracy, completeness, and timeliness of all data and documentation submitted through the System. Submission of fraudulent, falsified, or misleading information is a violation of CHED policies and will result in administrative sanctions or disapproval of applications.

4. CHED RO V Authority

CHED RO V maintains full authority and discretion over the evaluation and approval process. The use of COMPASS does not guarantee program approval; all applications remain subject to compliance with specific CHED Memorandum Orders (CMOs) and regional standards.

5. Intellectual Property

The COMPASS System, including its design, source code, workflows, and logic, is the exclusive intellectual property of the Commission on Higher Education – Regional Office V. Unauthorized reproduction or redistribution is prohibited.

6. Limitation of Liability

CHED shall not be held liable for any damages arising from the use or inability to use the System, including but not limited to technical interruptions, data loss, or delays beyond its reasonable control.

7. Governing Law

These Terms and Conditions shall be governed by and construed in accordance with the laws of the Republic of the Philippines.
